The developer console in American Truck Simulator is disabled by default. You need it to run commands such as export_server_packages, which is how you prepare mods and DLC for your dedicated server.
Fully close American Truck Simulator before editing its config, or your change will be overwritten when the game exits.

Depending on your keyboard layout it may be ` or \.You can also enable the console without editing the file by adding launch options in Steam: right-click American Truck Simulator, choose Properties, and set the launch options to -developer -console.
